GOAL: The Beloit Fresh Start program provides youth aged 18-24 who have dropped out of school with the opportunity to secure their diplomas and acquire construction skills that lead to employment. The hands-on construction skill training rehabilitates sub-standard housing into properties taht will be owner occupied, transforming Beloit's Merrill neighborhood in the process.

| Goal for July 2009-June 2010 enrollment of 20 participants has been met. All youth are high school dropouts and all received entry assessment using Test of Adult Basic Education (TABE). 100% of current participants have also completed a 10 hour Occupation Safety & Health Administration (OSHA) certification course. |

Participants were active in education, life skills and job skill training activities. CPR and First Aid training was provided to all members. |
Participants continue activities related to education, life skill and job skill training. In relation to education, 65% of the youth (13 out of 20) have completed all their academic coursework in order to receive their high school diplomas in June. We have up to 6 months with the remaining 7 to complete their educational coursework, we anticipate most to be completed by next quarter (June 2010). 11 youth have moved up in educational functional levels. In addition to academics, youth were enrolled and completed a college level course at Blackhawk Technical College in preparation for continuing education. 15 of the 20 participated in this opportunity to earn college credit, 100% that participated passed the course. Youth are also active in completing coursework toward NCCER certification and completion of gateways that include a wide range of life skill competencies (tenant rights/responsibilities, financial literacy, civics, relationships…). We continue to be on track to complete one home by May 2010. |
